To remove access of control panel applets, such as display properties,
add remove programs, and mouse properties for whatever reason
simply go to find files and folders and search for .cpl (control panel applets)
Here are just a few for an example:
C:\WINDOWS\system32\desk.cpl (desktop settings)----------------------
C:\WINDOWS\system32\appwiz.cpl (add remove program files)-------
C:\WINDOWS\system32\main.cpl (mouse)----------------------------------
C:\WINDOWS\system32\inetcpl.cpl (internet properties)----------------
Notice they are all located In the C:\WINDOWS\system32 directory.
Do not delete these.
For those of you using Folder Guard Professional:
you can select "add file" to the file tree by right clicking on the
main open program window and selecting "add file". Then
enter the target. Example- C:\WINDOWS\system32\inetcpl.cpl
This will add the file inetcpl.cpl
Once you have done this set you’re attribute to " access denied"
Then when you enable you protection what ever you added to
"add file" (must select access denied) will be inaccessible in the
control panel.
For those of you not using folder guard you can just cut and paste
whatever .cpl files you which to remove from the control panel to
a private folder of you’re own. To put the control applets back
simply cut and paste them back into the C:\WINDOWS\system32\
directory.
To completely disable the ability to start in safe mode got to the
following key in the registry:

Now right click on the folder and click the export command.
Export to some were safe and name the reg file "Enable Safe Boot"
This is your back up. If you double click on this file it will ask you
if you want to add the entries into the registry. Click yes to undo
the reg entries were about to delete.
To disable safe mode delete the two following reg keys located in:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SafeBoot
Delete string value: Minimal
1. HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SafeBoot\Minimal
and
Delete string value: Network
2. HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SafeBoot\Network
This will keep anyone (even yourself) from starting in safe mode.
To undo this reg adjustment simply find you’re back up as mentioned above
and add it to registry by double clicking on It.
This will bring back the ability to start in safe mode.
